Whilst not being a legislative instrument, this is quite important as it will provide political indications to the EU Commission. <a href=\"https:\/\/oeil.secure.europarl.europa.eu\/oeil\/en\/procedure-file?reference=2025\/2058(INI)\">A draft was presented<\/a> over the summer by MEP Axel Voss to get the conversation started.
